I think your definition, that "journal title must be owned by public or not-for-profit organisations" is at risk of reifying "public" ownership; in the context of the neoliberal academy, "public" institutions commonly have commercial operations -- publishing houses are sometimes in such units.

Awareness: 1/3 of eligible respondents were not aware of "Open Science". Awareness was fairly similar across disciplinary disciplines, with the lowest awareness among Arts & Humanities, highest was Media & Information.
