In my generic high fantasy campaign, most species that make cities have city-states that align themselves with other local cities for regional control. This control can change as allies and enemies are made. The wilderness between cities are wild. Military patrolled roads are only mostly safe.

So true. With minimalism comes valuing what is around you. What better embrace is there than the act of sharing each other's heat while cold-blooded. Who needs cities when your food/trade is constantly migratory? Spiritual sites stand as one of the few permanent sites of significance.
