While Trump stated that the Military will be paid, GOP Speaker Mike Johnson told lawmakers that the bill won’t come up for a vote, because passing such a bill would take pressure off Democrats who are holding out for Medicare, Medicaid, and ACA funding.

International Humanitarian Laws: Civilize combat, protect non-combatants, limit certain weapons and tactics, ensure humane treatment for soldiers who surrender or are incapacitated. The Geneva Conventions aim to lessen suffering, uphold human dignity, make a just peace possible after conflict.
