Staff costs, energy costs and punters being skint seem like more of a problem than having to close at 11. Maybe something good there, though, wrt to new places that can’t open because the Met say there are too many other licensed premises nearby, even if they are vastly different offerings.

My guess is that, as the plan hinges around adding a fifth objective to licensing (“promoting economic growth”), rather than addressing the hospitality sector’s costs in any way, it will make v little difference to the average pub’s opening hours.
