If penalties for late payments came as tax credits, and the revenue then claimed the money from the late payers, it would decouple the two parties, ensure small business actually got their penalties, and prevent large companies blacklisting people who just want to get the money they're owed.

If Jenrick claims his concern is that Handsworth isn't representative of the real mix of the country, what is he suggestion? Other than massive racism.

You can't tell people where to live because you want to ensure each settlement properly represents national ethnic mix.
