I mean I'm being uncharitable because I don't care for UB in general, but to make a set around TMNT and not include the signature Ninja mechanic feels like a massive flavor fail and isolates it from the legacy of Ninjas in MtG.

I don't think they've explicitly said, but I think one of the leaks of some version of Leonardo has Sneak and not Ninjitsu.
