You're right, there aren't many Esperanto native speakers - even though my kids' first words were in Esperanto. But you're wrong that the point of Esperanto is to "replace a country's language."

The "entire point" of Esperanto is to allow people who want such a thing to have a neutral 2nd language

Yes, there are plenty of Esperanto speakers in China. This is because there are a lot of PEOPLE in China. I myself spoke Esperanto in Shanghai, and I often tell a story here about a Chinese Esperantist visiting the US.

And yes, there is still state sponsored content in Esperanto.
