Trump is using 10 U.S. Code section 12406 as justification to invade Portland.

In an emergency ruling, Judge Immergut granted a second TRO halting Trump from deploying "any" national guard troops from any state to Portland.

Neither of the 3 stipulations hold water + violate the 10th Amendment.
