Focus on what he said at the end, "We're working on holding them responsible at the state level despite their federal immunity." YES, this! When they operate outside of the law, HOLD THEM RESPONSIBLE as the DOJ is clearly not going to do that. Presidential pardons don't do shit for state crimes!

The fed is supposedly shut down but I still got a fed deduction from my paycheck Friday. Hmm? We can all stop paying federal taxes... LEGALLY! Only the state's own national guard can do this. National guard from another state are breaking the law and can and should be arrested for performing law enforcement duties without authorization. They are impersonating law enforcement!
