I actually discovered some of this during the research for my GTA street signs video but ended up cutting it from the final video. The answer is: No! NPCs do not always follow posted speed limits, and it seems like certain vehicle types are more likely to speed than others.

Also, does it show any sort of periods of peak/low traffic patterns like morning/lunchtime/late afternoon congestion or emptier roads at night?
I hope GTA6 has changing road construction that progresses over time.

I actually think it's good that two or three companies control the functioning of the entire internet because then sometimes we get these big outages that cause a lot of trouble for a lot of people.
