Easy, get a d24.
Roll it, and run your life using with the following helpful table:
2-24: Try some more #over/under
1: roll again

(helpful tip: If you don't have a d24 you can use a d100 and treat results above 25 as a 1)

There are many ways to structure a TTRPG book with pros and cons.

Put character creation first: engaging for players but lacks context.
Setting first: immersive but delays the "how do you play" bit.
Rules first: dry but helps you understand the rest.
