A lot of French Citizens came to London for work.
They stayed after BREXIT.
Not sure if London is the second largest City for number of French speakers after Paris (it was previously Montreal).

Putin exit plan is failure of Ukraine and it ceasing to be an independent State.
There is no other plan.
He is completely all in.

Power Transformers, especially HV high power ones, are not quickly and easily made. They are also material intensive.
Ukraine can easily knock them out faster than they can manufacture them.

There where substantial deliveries in first half of year, especially after US (Trump) suspended all deliveries from them.
Once Europe depleted its "stocks" it became a production lead time issue.
Likewise it has taken time to sort funds for orders on US.
Add in PotUS/Congress approvals needed in US.

It is almost exactly like WW2 when US resolved its depression era issues with "lend/lease" which whilst welcome, was really "sell".
They never miss a chance to make profit, perhaps they are models for the Ferengi.

My initial point was whilst "some" supplies are coming through now, not all previously agreed supplies actually got delivered by US.
Some never did, but nobody dare say anything for fear of upsetting Orangeman.
Second point was current supplies are only coming because US has/is being paid for them.

All delivered that was previously promised.
PURL was a NATO program to supply Ukraine funded by European Members as US had suspended all its support.
Contrary to US claims, Europe have been the major funders to Ukraine, paying significantly more than anyone else's fantasy figures.

P-18 Long Range Radar. Usually has second truck with control room mounted. Two display position. Up to 500km range. Fully digitised. Will have been monitoring West and North for aircraft and drones. Struggles to detect terrain following targets at large distance due to earth curvature.
