You need something far more robust than a climate trigger. Something that puts most of the risk back on to the firm itself through financial penalties over emissions undercounting, failing amelioration targets and done so over the project life, that are agreed to in the T&Cs of the permit itself.

I've never been a fan of a climate trigger, because it won't work. It's tick-a-box stuff. If firms have to tell the gov estimates of future emissions and amelioration, they'll low ball and probably lie about it. If their project can get cancelled over it, they'll low ball and DEFINITELY lie about it
