Yes. Many e-bike advocates deny it but every e-bike store near me (and there are several) will de restrict power and eliminate the need to pedal for a modest fee. Some end up having more power than your avg 50-100cc motor scooter.

If it's a motorbike that is battery operated, then that is already in place.
Its very simple, if it's a bike shaped object that is not limited to 250 watts and 25kmh, then it's not an eBike and not subject to eBike laws but simply motor vehicle laws.
Prevent the import of non-legal motor vehicles.

The issue appears to be that many bikes sold and referred to as e-bikes are actually electronic motorcycles capable of high speeds but are not regulated. E-bicycles actually require the user to keep peddling for them to work. Too many kids have bought or have been bought e-motorcycles.
