Morgan muzzled and trying to not to lose her mind or let it show that it's pissing her off. She can still talk so whats the issue? It's a bit hard for her to put cigarettes in her mouth, but she shouldn't be smoking those anyway.

Which yes, it could turn into something more "healthy" under the idea that she can have a sort of emotional connection with her because they aren't competitors like with Emma. Part of why Morgan might even do her killing at the start of Ep1 is to make a point against Emma's idea of being a stand in.
