This ends my coverage of the October 9, 2025 Board of Police Commissioners meeting. If you believe anything in these notes is inaccurate, email [email protected] with "Correction Request" subject line.

And that's it! Meeting was adjourned.

Motion made and passed unanimously to cancel the October 30th BOPC meeting.

Discussion as to whether there will be all board members, or most board members attending an upcoming meeting (full board or committee meeting? didn't catch which meeting exactly) Asking that board secretary request RSVPs from all board members to know whether there will be good participation.

What else is coming up in this meeting and in future meetings? Here is the agenda:

Commissioner Burton disputes this characterization, arguing that once a person has served their sentence, they should be allowed to re-enter society and remake their life in a respectable way. Denounces evil language and hate speech toward men and women in this circumstance.

Next commenter says that there are ex-criminals on the DPD. Giving lots of examples of malfeasance by DPD officers.
carolehawkediop.bsky.social
It's hard to know who is commenting because the zoom screen is just the 2 minute timer. If the speaker is not called by name, and/or if they are called by name but the audio is muffled, it's not clear. Lots of voices.

This is a lengthy comment from Burton.
carolehawkediop.bsky.social
Commissioner Burton saying that he would like to hear how the DPD has made a positive difference in their neighborhood and for them personally. There are brave men and women who sacrifice every day to make sure that neighbors are safe. We are BOPC, but we also want to hear the positive and the good.

There is a location on the east side which should be taken care of (didn't catch where--??) which will continue to breed crime and violence until it is taken care of. A vacant home? There are too many vacant homes that need to be boarded up.
carolehawkediop.bsky.social
Next commenter talking about a shootout on the east side and there were no patrols around to take care of it. Also wants to point out that 'crime is down' and 'reported crime is down' are not the same thing. All these stats are just what is reported, not what is really going on.

Reply from someone (a commissioner?) that the complaint is on file and will be investigated.
carolehawkediop.bsky.social
Next commenter speaking about being pulled over on Beaubien and Conner. He was treated roughly by the police officer, went to the hospital. (I am not catching all of this, but details of story include injuries to his back, having back jerked around while fingerprinted.)

Davis wonders why, if crime goes down and down, the auto insurance is not going down. He and his son pay more for auto insurance than anyone else he knows in the country.

First speaker is former Commissioner William Davis. Hoping that a greater effort can be made to reduce the number of citizen complaints. Hoping that the backlog can be reduced soon. This makes a big difference in how the public relates to the police. He still gets calls from citizens.

Moving to public comments. There is a two minute limit for public comments.
carolehawkediop.bsky.social
Moving on: Representative from Considine Little Rock Recreation Center where the meeting is being held steps to the mic to thank the BOPC for selecting their location for tonight's meeting.

Bettison adds that the 9th precinct has a very, very high poverty rate. Not to say that poverty causes violence and crime, but they are correlated.
carolehawkediop.bsky.social
Chief Bettison getting to to say that the 3rd precinct does not resemble the 9th precinct in character of the community/ demographics, so it's hard to compare. If the 9th precinct had 10,000 shots fired (for example), it's more useful to look at how that precinct's own stats compare with each other.
carolehawkediop.bsky.social
Commissioner Berhard congratulates Commander Fulgenzi on having so few shots fired in the 3rd precinct. What's the secret? This is astronomically lower than other precincts.
carolehawkediop.bsky.social
Another note came into the chat that BOPC is aware of the audio issues on zoom and is working to fix them.
carolehawkediop.bsky.social
Commissioner talking about receiving a lot of calls about things happening with cars downtown. Can't tell if he is critiquing or lauding the DPD 3rd precinct's work in this area. (Because of the audio!)
carolehawkediop.bsky.social
Commander Matthew Fulgenzi is making this report. The 3rd precinct includes downtown. Talking about events going on in the precinct.
