Trump’s 28-point peace plan was crafted in secret by his envoy Witkoff and Putin’s representative Dmitriev, with Jared Kushner also involved. Neither Secretary of State Marco Rubio nor Trump himself initially knew about it, Trump saw the plan only at the last moment but approved it after briefing.
