Per multiple sources today, there is a chance that *all* NIH grant funding is currently frozen? Meaning, existing grant recipients can’t draw down on their grants, though this isn’t totally clear.

Not to be trite, but do you have a source for both of those statements? I've seen/read their elevator pitches but maybe missed full throated plans to dismantle both agencies.
