According to Article I, Section 4, Clause 1 states have the ability to determine how elections are held, this means that if states want to vote by mail then they can and can implement safeguards to ensure safe elections.

Eliminating Mail-In ballots would alienate a large number of voters. Such as the elderly who are housebound, those in nursing homes and let’s not forget those who serve in the military.
