But you also can't really redistrict Wyoming, ND, SD, Idaho, Montana, Utah, Oklahoma, Arkansas, Alaska, WV, or Iowa.

There's not much juice left in Mizzou, Louisiana, Indiana, Nebraska, Tennessee, or Kentucky. Maybe not Ohio, even.
