Right back to the 90's that area along the border has been a hold out for AQIM and their predecessors, when they came under pressure in Algeria they'd cross the border into the Kasserine area and then vice versa.
Security Forces mount fairly regular operations along there against the few hanging on

In ongoing Security Forces operations in the Tlidjene area near Tébessa 01 terrorist was killed and a weapon plus other items recovered according to a statement by the Ministry of Defense.
This brings the number to 07 terrorists killed in the area in the past 2 weeks.

A JNIM attack on Koumbri was reportedly pushed back by Security Forces and resulting in several JNIM fighters being killed.

JNIM carried out an attack on Sabcé (Bam Province), a town located on the Ouagadougou-Kongoussi axis.
JNIM fighters apparently took control of the town for several hours.
40 seriously injured people were later transferred to Kongussi by ambulance.

If they don't start getting fuel supplies back into Bamako and other population centers then I won't be surprised to see civil unrest.
Plus they need the fuel for their own mobility which means if they don't manage to negotiate something with JNIM they have to commit more and more assets to escorts
