I could see how they could be useful in certain situations, mainly where geography squeezes all modes into a narrow space. But in the picture, there are three lanes for cars. It's a lot easier and cheaper, and probably better for the city, to just get rid of at least one of those car lanes.

I think you’re right that the intention is to get the fork closer to the frame, but I think it’s because the fork is stronger that way at high speeds.
