LAWSUIT UPDATE RE: NATIONAL GUARD IN OREGON: The Ninth Circuit held a hearing this morning on the government's motion to stay our first Temporary Restraining Order (TRO). We expect a ruling in the coming days and will share updates when we have them.

Hoa leaves a long legacy in the policies she advanced, the investments she directed to East County, the lives she touched through her work as a state representative and a public-school educator and advocate.

As the daughter of refugees who fled the Vietnam War, she was a voice for immigrant Oregonians and other marginalized communities who have historically been shut out of decisions made in Salem.

That’s who Hoa was: someone who embodied what it means to be a public servant. Before she served in the Oregon State Legislature, she spent years advocating for K-12 students as an educator and organizer.

One of the last moments I worked with Hoa was when I helped emcee an East Portland town hall with her, Representative Valderrama, and Senator Jama. I was struck that, even in the midst of grueling chemotherapy, Hoa took the time and energy to speak directly with her constituents.

I am heartbroken to hear that my East Portland colleague and friend Hoa Nguyen has passed away after a long and hard-fought battle against cancer.

LAWSUIT UPDATE RE: NATIONAL GUARD IN PORTLAND: The Ninth Circuit just granted an administrative stay preserving the status quo: the Oregon National Guard remains federalized but the president cannot deploy them.

We are just one week away from the joint Gateway Town Hall I’m holding with Councilor Dunphy to hear directly from people who live, work, shop, and play in the Gateway district. This is a space for you to have your questions answered and to give us your ideas for the district.
The Gateway Town Hall is one week away! Weds, October 8th, 6:00-8:00 PM, Dinner at 5:30, 10301 NE Glisan St, IRCO Sokhom Tauch Community Center. Councilor Avalos and Councilor Dunphy want to hear from Portlanders who live, work, and play in Gateway: What questions do you have about the plan for Gateway and what kind of investments do you want to see?

What to expect: Dinner will be at 5:30pm. After, Prosper will give a short presentation on the Gateway TIF District. Next, attendees will break into small discussion groups. The town hall will send with a Q&A session.

You can expect to see familiar faces from the Gateway community in the small group discussions — bureau representatives, Historic Parkrose, Our Just Future, and staff from our offices are just a few of the folks who will be working together with the community!

Agenda item number 12, a resolution to research disparities in public contracting, workforce, and employment in Portland and report back to City Council will be moved to a future meeting.

We hear a lot about activation and recovery, but the resources and attention rarely make it out to our most under-resourced commercial areas.

I represent East Portland — where small businesses are struggling just as much as, if not more than, the storefronts downtown. And what I see too often is that we launch “citywide” initiatives that somehow end up staying west of 82nd.

We are now on agenda item 13, we've reordered the agenda. We are discussing a resolution sponsored by Councilor Ryan to direct the City Administrator to develop and bring back to Council by January 31, 2026, a detailed plan for creating a Storefront Support Program.
