LAWSUIT UPDATE RE: NATIONAL GUARD IN PORTLAND: The Ninth Circuit just granted an administrative stay preserving the status quo: the Oregon National Guard remains federalized but the president cannot deploy them.

We are just one week away from the joint Gateway Town Hall I’m holding with Councilor Dunphy to hear directly from people who live, work, shop, and play in the Gateway district. This is a space for you to have your questions answered and to give us your ideas for the district.
The Gateway Town Hall is one week away! Weds, October 8th, 6:00-8:00 PM, Dinner at 5:30, 10301 NE Glisan St, IRCO Sokhom Tauch Community Center. Councilor Avalos and Councilor Dunphy want to hear from Portlanders who live, work, and play in Gateway: What questions do you have about the plan for Gateway and what kind of investments do you want to see?

What to expect: Dinner will be at 5:30pm. After, Prosper will give a short presentation on the Gateway TIF District. Next, attendees will break into small discussion groups. The town hall will send with a Q&A session.

Who will be there:
In addition to Prosper, Councilor Dunphy and I also have confirmed representatives from Public Environment Management Office (PEMO), Portland Solutions, TriMet, IRCO, Historic Parkrose, and Our Just Future.

You can expect to see familiar faces from the Gateway community in the small group discussions — bureau representatives, Historic Parkrose, Our Just Future, and staff from our offices are just a few of the folks who will be working together with the community!

We hear a lot about activation and recovery, but the resources and attention rarely make it out to our most under-resourced commercial areas.

I represent East Portland — where small businesses are struggling just as much as, if not more than, the storefronts downtown. And what I see too often is that we launch “citywide” initiatives that somehow end up staying west of 82nd.

We are now on agenda item 13, we've reordered the agenda. We are discussing a resolution sponsored by Councilor Ryan to direct the City Administrator to develop and bring back to Council by January 31, 2026, a detailed plan for creating a Storefront Support Program.

That change eliminates unnecessary procedural steps, ensures Portland remains in compliance with state requirements, and simplifies the work for staff and Council alike.

These amendments are a straightforward but important step. They bring our City Code into alignment with state law by referencing the Oregon Building Codes directly, rather than listing year-specific editions.

Next up is a first reading of an ordinance to simplify the way we update our codes to match state building codes. As Chair of the Homelessness and Housing Committee, I want to note that this item came before our committee, where it was reviewed and approved. I’m pleased to support it.

Now we are discussing an emergency ordinance to authorize Bureau of Transportation to acquire certain temporary rights necessary for construction of the NE Shaver Sidewalk, 102nd to 115th Avenue Project, through the exercise of the City’s Eminent Domain Authority. Ordinance passes!

We’re now onto an amended ordinance to establish a new fee, administered via the water/sewer bill, to help pay for the maintenance of our flood safety management system along the Columbia Slough and the lower Columbia River. Ordinance passes!

Our next two items are second readings of ordinances that go with the Public Street Plaza Program Framework resolution we approved last council meeting to create a permanent Public Street Plaza Program. As a reminder, street plaza program has been operating as a pilot from 2022-25. Ordinances pass!

We’re on to the second reading of related two items. These ordinances would sell unused City-owned property to WPC Marine LLC and vacate an undeveloped road near Marine Dr. Ordinances passes!

Our next item is the second reading of an ordinance that will authorize PBOT to acquire temporary rights for construction for 3 new signal crossings on 122nd Ave (122nd and NE Beech, NE Russell, & NE Broadway).
