I get your being hopeful and CNN's being careful. I'm neither, and I think it's fair to interpret the "no more stupid rules of engagement" in the context of his speech to mean that rules of engagement are by definition the kind of "woke" "debris" that have no place in the military.

This is actually the crux of his speech. Rules of engagement have no place because they are stupid/woke obstacles to killing/breaking. He rejects the historically accepted goals of the military that include defense, peacekeeping, & protecting civilians during climate emergencies/pandemics.

Here's the context in which Dr. Milhoan said he admits some babies to give the parents a good night's sleep: he questioned whether hospitalization data included the duration of stay. If it didn't, maybe the reason for admission wasn't so serious. Anybody else think a hospitalized baby isn't serious?
