Schwalbe Marathon Plus puncture resistant tyres for your daily commuter (or similar from another brand if you have a preference). PITA to fit but perform really well.
Maybe Slime filled tubes too, although I'm not completely convinced about those.

It was almost certainly an electric motorbike which already require tax and insurance. Not an e-bike. @news.rte.ie need to improve their reporting accuracy.
A motorcyclist who will drive at and injure a Garda is unlikely to care about little details like tax and insurance.

Definitely need more automatic cameras for speeding and at traffic lights along with enforcement of illegal numberplates. Automatic geolocation/GPS speed limiters on motorised vehicles should be rolled out too, without the easy bypass features. The focus should be on reducing speed.
