While you're correct about the merch cut, there is also a set amount the rights holders receive every year, not based on park ticket sales. It even goes up every year to accommodate for inflation (if only wages worked that way!).

This is where I'd push back a little because elections still have ballot initiatives (in the states that have them) that directly impact policies in a given state. Those yes/no questions are the closest we have to a direct democracy system.
