Idling engines and engine exhaust pollute our air, make our communities noisier, and cause serious diseases like lung cancer.

In DC, the harmful effects of idling are magnified because charter buses move millions of visitors here each year.

We will not allow companies to risk DC residents' health.

Under our settlement, DC Trails will:

➡️ Program its bus engines to shut off after three minutes of idling

➡️ Conduct anti-idling training for all its drivers

➡️ Submit to compliance monitoring by the District

➡️ Pay $85,000 in penalties

➡️ Pay additional penalties for any further noncompliance

In 2020, DOEE found the company violated DC's anti-idling laws 6 times.

DC Trails agreed to stop illegally idling buses and train its drivers.

Instead, it violated idling restrictions at least 31 more times from 2021-2024 and operated without a business license from 2021-2025.

DC's Air Pollution Control Act bans many gas and diesel-powered vehicles from idling their engines for more than three minutes when temperatures are above freezing.

These restrictions protect DC residents from air pollution and the devastating health impacts of diesel exhaust.

NEW: A charter bus company will pay $85,000 and adopt strong anti-idling measures across its entire bus fleet.

DC Trails repeatedly violated anti-idling laws and operated without a required basic business license for more than three years.

Businesses must meet specific legal requirements to classify workers as independent contractors.

Misclassification allows companies to illegally cut costs and evade taxes - all at workers' expense.

An OAG investigation found that Unique On The Go misclassified 84 of its District workers as independent contractors.

As a result, these workers routinely made less than minimum wage, were never paid overtime, and did not get sick leave benefits - all in violation of DC law.

Now, 500 DC families will see up to a 33% increase in payments to help cover housing, food, and transportation costs.

In our first year of enforcing the STEER Act, traffic fatalities in DC are down 61% year-to-date.

Our collective traffic enforcement efforts alongside DDOT, MPD, DMV, and DPW are making our streets safer for all.

In addition to securing this judgment, our office filed new lawsuits against eight Maryland drivers and four Virginia drivers.

Together, these drivers amassed $619,632 in tickets for 1,989 infractions in DC.

OAG has now sued 24 dangerous drivers under the STEER Act in 2025.

The Court just found Wilson liable and ordered her to pay the full $77,100 amount owed

DC will now move to enforce and collect the judgment in both DC and Virginia.

The days when out-of-state drivers could repeatedly endanger others on our streets without consequence are over.

OAG sued Wilson in April 2025 after she racked up 244 traffic citations in DC.

31 of Wilson's tickets were for driving 20+ miles per hour over the speed limit, and 8 were for driving 30+ MPH over the limit.

Speeds of 30+ MPH over the limit qualify as aggravated reckless driving in the District.

NEW: We won our first court judgment against a dangerous out-of-state driver under the STEER Act.

The Court ordered Ayanna Khalya Wilson to pay $77,100 for over 200 dangerous driving violations.

We also filed 12 new lawsuits against Maryland and Virginia drivers with nearly 2,000 traffic offenses.

Washington Gas to clean up toxic mess in Anacostia River under legal settlement
After decades of polluting the Anacostia River, Washington Gas is being forced to clean it up after D.C.’s attorney general announced a settlement with the company Tuesday. Washington Gas operated a plant called East Station, located just east of where Nationals Park is today, from the 1880s until it shut down in the 1980s. The AG’s office says that plant released toxic chemicals — including polynuclear aromatic hydrocarbons and heavy metals — that are still bubbling up from the riverbed and contaminating the water. Under the settlement announced Tuesday, Washington Gas must install a new boom to contain pollution on the surface, add filters and a new barrier, and submit to ongoing monitoring. "Washington Gas did not stop these dangerous chemicals from entering the river. This operation was happening for more than a century, and now, through our office and in partnership with the Department of Energy and Environment, Washington Gas is going to be taking some additional steps to reduce pollution from entering the river," said D.C. Assistant Attorney General Wesley Rosenfield. "The East Station site has a long industrial history. We have been actively engaged in investigation and remediation efforts and continue to take necessary actions to protect surrounding areas," said Washington Gas in a statement. The AG’s office says the settlement tackles three problems: pollution flowing from land into the river, pollutants seeping up from the riverbed, and contaminants in the soil migrating toward the water. The Interstate Commission on the Potomac River Basin says the best approach is to tackle these issues one by one — exactly what the settlement does. But one emerging concern is monitoring water quality. The U.S. Geological Survey says it will stop collecting data along the Anacostia on Oct. 1 because of funding cuts. That could be an issue for people who rely on the river for food. "They’re soaking up these compounds, they get eaten by little fish, those get eaten by medium fish, those get into the big fish, and then they quickly get into the human food chain. There are people eating fish out of the Anacostia River. There’s a lot of people in this area that cannot afford to go to the grocery store, especially nowadays," said Anacostria riverkeeper Trey Sherard.

As the Nation’s Capital, DC has always partnered with the federal government to drive down crime.

But sending masked agents to take people off our streets, flooding our neighborhoods with armed soldiers, and attempting a federal takeover of MPD — these are not lasting solutions for making DC safer.
