The employees must be compensated on the earliest date possible after the lapse ends, regardless of scheduled pay dates. Employees required to work during the lapse in appropriations may use leave.

This is what we've become.

I just had a Hispanic man, a neighbor who I see awaken, standing outside every morning around 6:00 a.m. for his ride to work and his work clothes with his lunch pail, ask if I could take his cash and go inside the post office to buy him three stamps so he could mail the three bills he had in his hand. He was scared to walk into the Federal Building to purchase stamps to pay his bills. This man, with his hand shaking, was showing me his ID, another legal documents to prove his status here while he asked a stranger to purchase him three postage stamps. What is happening. My heart hurts. Are we all still pretending this isn't happening? I need the Playbook on Humanity. Because I think we all royally messed this up.
