Forget TTRPG Referees. A bigger issue is larger, profitable, general gaming cons using unpaid volunteers. IMHO.

If they were run for charity. Fine.
I am fine with paid GMs, no prob. I think the con's tone and attendance is a big factor in this. Small cons can't really afford much and it's a scene of hobbyists. Bigger cons are a different animal. More people, more money, bigger production. Maybe they can do more than free admission. 2/2
