🇺🇦Ukraine’s energy sector – rebuilding together.

For six days, we’ve shown how the @ebrd.bsky.social is helping it survive, adapt & now begin to transform under wartime conditions.

Looking ahead:
- Ukraine preparing for a 4th winter of war. In August we lent Naftogaz €500mn to buy gas (with €450mn EU guarantee)
- Energy system pivoting towards renewables-based future

This is more than investment.
This is systemic change in action.

Donors and partners have made EBRD work possible 🤝
- Norway: €416m in grants to Ukraine’s energy sector
- EU: substantial support, including €450m guarantee for our latest €500m loan to Naftogaz
- Flexible donor support has enabled rapid crisis response

Our @odilerenaudbasso.bsky.social, Hüseyin Özhan & Harry Boyd-Carpenter, together w/ the energy ministers of Kazakhstan, Kyrgyz Republic & Uzbekistan, signed MoU paving the way for the Kambar-Ata 1 hydropower project to move into its implementation phase, key step toward regional energy cooperation
ebrd.bsky.social
The plant will have 4 turbines with a combined 1,860MW of capacity and is expected to generate about 5.6 billion kilowatt-hours of electricity annually, while also creating hectares of arable land.
ebrd.bsky.social
A trilateral joint venture between Kazakhstan, the Kyrgyz Republic & Uzbekistan, Kambar-Ata 1 will be an example of how regional cooperation can enhance the region’s energy & water security.
ebrd.bsky.social
We're stepping up engagement with one of the largest renewable energy projects in Central Asia – the construction of the Kambar-Ata 1 hydroelectric power plant on the Naryn river in the Kyrgyz Republic.

We’ve:

✅ €1.7bn for Naftogaz in Ukraine and €700m for Ukrenergo by 2025
✅ Financed Naftogaz to buy gas for 1m+ homes a year in wartime
✅ Secured emergency electricity from 🇵🇱 & 🇸🇰

This is systemic impact in action.

We acted fast—providing emergency liquidity to keep electricity & gas flowing.

Together with the European Union, Canada, Germany, Italy, Japan, the Netherlands, Norway, Sweden, TaiwanBusiness EBRD-TC Fund, the UK and the US.

The first line of defence: liquidity that keeps the lights on.

When Russia launched its full-scale war in 2022, Ukraine’s energy system faced an existential threat. Would power companies survive? Would homes stay lit & warm?

⚡ Repair. Reinforce. Repeat.
When Russian attacks left 10 million Ukrainians without power, EBRD stepped in-shielding the grid w/ repairs, autotransformers & bunkers, w/support from Norway, the UK, the USA, Italy.

Today, 1 in 3 electricity consumers benefit.

As Ukraine under PM Svyrydenko prepares for another hard wartime winter, we’re here to help.

This is impact investing in action. Energy security today. A greener tomorrow. Not just projects — but a system. 🇺🇦💡

Renewables for the future 🌱 We’re investing in hydropower, wind, solar, and biofuels—partnering with Ukrainian and international players to build a cleaner, more resilient energy system. Goldbeck Solar, OKKO Group.

Distributed power generation 🔥 As attacks expanded to power stations, we pivoted to small gas-fired units for emergency power. These can later support Ukraine’s renewable energy ambitions.

Protective infrastructure 🛡️ Repairing damage wasn’t enough. We funded the construction of protective bunkers to shield critical energy assets from future attacks.

Emergency repairs 🔧 After targeted bombings of Ukraine’s energy infrastructure, we mobilised €372M for urgent repairs — helping keep lights on through brutal winter.

Liquidity support 💶 In 2022, we provided €300M to NPC Ukrenergo, Ukraine’s transmission system operator, and €300M to Naftogaz Ukraine to ensure power supply amid war’s uncertainty.
