MS Paint is a fine option to start with, as it's free and fairly uncomplicated. As for tablets, I think they've come a long way since I started out, so there may well be good budget options. Others will have to chime in on that though!

Oooh, exciting! I'm not in the loop with what's on offer these days, but I always found Paint Tool SAI comfortable and very affordable. Nowadays I use Procreate on an ipad instead, but that's got a hefty upfront cost (with the stylus being very pricy)
