1/ The world is ending but I wrote an article (forthcoming YJIL) about the prohibition on forcible reprisals. It analyzes its theoretical underpinnings and assumptions on world order, focuses on recent cases and suggests how to think about reprisals normatively.

This is of course a "happy" day to the extent that things can be "happy" now.

The key is what will be the mechanism that would prevent resumption of active hostilities after the hostages are returned.

I personally have no faith (to say the least) in the actors involved. Let's hope for the best.

1/ I worked at DoD. I literally cannot imagine lawyers coming up with a legal basis for lethal strike of suspected Venezuelan drug boat.

Hard to see how this would not be "murder" or war crime under international law that DoD considers applicable.
