I worry about this a lot - journal articles are not the only form of REF output and Gold is unaffordable as the only route to OA!
Starting to get a tad concerned about the number of UK universities that are apparently completely oblivious to the post-2029 REF open access mandate for chapters and monographs. Like, if you'd rather NOT to pay R&P deals for those too, maybe now is the time to start funding diamond open access?

You likely don't want to leave a huge Read and Publish deal, it's complex & very messy

The landscape of UK higher education has recently shifted, with news that terms have been agreed with five major academic publishers via Jisc negotiations. While some might be tempted to view this as a "done deal," another perspective would describe it as a pragmatic reflection from the sector that further negotiation on terms is simply no longer possible. The harsh reality is that, given the severe financial challenges facing the sector, many of these agreements will remain fundamentally unaffordable for many institutions.

And that digitising requires highly-skilled staff (often wildly underpaid) to do a lot of work in arranging, describing and preserving both the OG documents and digital surrogates. Nothing works without good metadata & long-term thinking.
When we say "no, everything hasn't been digitized," I need you to understand that we really mean is that virtually nothing has been digitized. This is because the realm of primary sources that historians use is incomprehensibly large.
