An agreement has just been reached following intense negotiations. The delegations have found common ground, marking an important step toward more harmonized and responsible AI governance.
The entire education chapter has been approved!
Negotiations continue to progress, with coalitions being formed around common values. Discussions on global standards and equitable access remain at the heart of the debates, and participants hope to reach a global consensus for a harmonized and responsible AI regulation.
Regulation of Tech Giants: Discussions also focused on regulating big tech companies, particularly Meta. Proposals were made to ensure these companies uphold principles of fairness, transparency, and accountability in their practices.
- Workers' Rights and Education: Singapore strongly advocated for measures to protect workers' rights, including education for all and safeguards for emerging technologies like AI implants in the workplace. These proposals were supported by several nations.
- AI Testing Hubs : MExico successfully added an amendment to create AI testing hubs, a key goal for the country to ensure responsible and transparent evaluation of technologies before their widespread deployment.
- The ITU proposed equitable access to digital infrastructure for workers, highlighting the importance of inclusivity in AI governance. However, this proposal was rejected by major actors such as the UK, Meta, and Japan.
While broadly supported, there were still differences on terminology, particularly between the terms "bias" and "discrimination".
Update on Measures Announced During Simuvaction Negotiations. Several important measures were adopted or proposed by delegations:

Inclusion of Vulnerable Populations: An agreement was reached to include vulnerable populations in AI discussions with a definition adopted according to WHO criteria
🌍 The ITU feels unheard during these negotiations and advocates for the implementation of a mandatory open-source requirement. The organization believes that open access to source codes is essential to ensure transparency and foster equitable collaboration in the global development of AI.
Meta supports global AI regulation, emphasizing fairness and accountability. However, its stance is conditioned by its need to retain innovation freedom.
🇯🇵 Japan advocates for AI that serves humanity, guided by the vision of Society 5.0. It supports global ethical rules on transparency, fairness, and rights, while maintaining national flexibility. Education should be at the heart of negotiations for inclusive and responsible innovation.
👶Techbridge places a strong emphasis on education, viewing it as a key pillar to foster responsible innovation in AI. They advocate for inclusive solutions that provide everyone with access to learning and development opportunities in the field of AI.
🇨🇦 Canada adopts a balanced approach to AI regulation, emphasizing both innovation and the protection of human rights. With initiatives like the National AI Strategy, the country seeks to promote inclusivity, reduce inequalities, and strengthen its role in the global AI landscape.
🇲🇽Mexico adopts a balanced approach to AI regulation, promoting innovation while protecting human rights. With initiatives like the National Alliance for Artificial Intelligence and legislation inspired by the European framework, the country aims to reduce inequalities
🇺🇸 The United States adopts a minimalist approach to AI regulation, prioritizing innovation and economic growth while minimizing government intervention. They are firmly against excessive regulation, such as Europe's, and advocate for market freedom to foster innovation.
🇸🇬 Singapore's vision for AI regulation focuses on a balanced approach between innovation and responsible governance. With an emphasis on education, inclusivity, and smart regulation, Singapore aims to develop AI that benefits workers and global trade.

Simuvaction 2025 Update:

Discussions on AI regulation focus on ethical boundaries (Article 4) and protecting vulnerable populations (Article 6).

Key proposals include:
