One under discussed aspect of lethal US strikes in the Caribbean is the effect on mil-intel cooperation with foreign partners.

If I was still in the US government & a foreign partner started lawlessly killing people like this, I'd definitely raise a red flag w/r/t intel sharing, arms sales, etc.
