I'm pretty sure they don't care, and think about all the times you've bought something without throwing anything in their trash.
I think it depends on where you are in Taipei City. For example, Jingmei definitely has fewer public trash cans than Gongguan.
I personally believe in more public trash cans and hiring more people to handle them. So what if homeless people are using them? That's a small price to reduce littering. Also, the homelessness of homeless people are the real problem, not their garbage.
Not a single convenience store along the way?
