Update: So I did it completely wrong the first time but got the right answer, then did it a bunch times more always getting the wrong answer trying to do it the right way, but then... oh my God if I find Archimedes in the afterlife he is catching hands...

I don't know what balance is for local governance vs state control will be, but glaringly apparent 55 seperate local BoEs based on counties just isn't viable as the population shifts continue, & state control while neccessary is not great answer either
