Similarly, having high-level staff (i.e. EU Ambassadors) 'on the ground' helps to make the EU's voice heard. Reducing these posts will be a negative sign towards EU partners in the affected regions. In times of geopolitics and contestation, this might not be sign the EU wants to send. (3/4)

We live in times of many foreign policy priorities and difficult budgets. So reading about this proposal is no surprise, but we need to discuss the consequences. Effective diplomacy needs an understanding of the local context. This will be more and more difficult with fewer local agents. (2/4)

As a scholar having worked extensively on the diverse roles of #EUDelegations, I believe that losing the local expertise of 100 local agents and reducing core staff (including Ambassadors) in 10 Delegations would be bad news for #EUdiplomacy. (1/4) www.politico.eu/article/eu-d...

What can be done to tackle these challenges? We identify small procedural reform opportunities. Yet, the overall reform potential is limited: The biggest stumbling blocks for major reforms of the UNFCCC process remain consensus decision-making and a lack of trust among parties. (4/5)
