The K9 is going to encounter people AND other animals during the course of its day, any of them in any possible set of moods. Therefore the training must include dealing properly with each potential encounter type.

That dog was not ushered out of the way. It was kicked and kicked hard. That is a violent person who probably treats his wife and kids the same way. It's an indicator of a sociopath. Shouldn't carry a gun.
