In it they state people were told to get off the road. When they didn't they were sprayed with chemicals.

Alex Pretti wasn't at a protest. He was just living his ordinary life in state-occupied Minneapolis. There was no protest happening when he was shot. He was just trying to direct traffic around a CBP raid, and then trying to help a woman whom CBP pushed down.

When you break the law
you are arrested
charges are filed with the law that you broke & there’s a trial & if you’re guilty, you go to jail.
