Oops all spells has remained tier 0 or 1 through metas with UB reanimator with grief, UB reanimator with frog, UB reanimator with troll, UB reanimator with Tamiyo, and to this day. The deck is always the most broken thing in Legacy and just avoids bans by being hard to play.

A major problem with Legacy right now is the threats are generally better than the answers, so decks are set up to "high roll" each other.
This means you're incentivized to mulligan to a busted 7 or 6 card hand (or a hand that can stop one), and the gameplay itself is unforgiving in a feel-bad way.
