My gut feeling is that either:
1. This was designed for Pixar Pier redo and scrapped
2. They are just making two of the props and this will come to DCA as a way of expanding Pixar Pier into the Coco area replacing Paradise Gardens.

Disneyland Pass launched as a rough system, but it's looking a hell of a lot better than Magic Key.
