SemVer が考案される前から存在するソフトウェアのバージョニングについて SemVer の原則で議論するの、何がしたいのか全く理解できない。Ruby の 1.0 未満で Matz がパッチをメールで受け取ってパッチを適用した tarball を返信したら Ruby 0.50 が 0.51 になる、というルールを知ったら倒れるんじゃないか。

I remember referring to Rails versioning in a talk as "RailsVer" and not "SemVer" 😂 ... really not sure if there's actually a term for it.
But yeah, for big project (with marketing?), X.0.0 with deprecation warnings for easy upgrade and X.1.0 to remove those warnings makes a lot of sense to me.
