On an old and unsuccessful official project I tried to evolve NNs using genetic evolution.
More recently on my own, I took 2 weeks to get the evolution working - but only because it took so long to write the perceptron print-outs!
NNs evolve very nicely.
The organizational phenotypic effects of layered, interdependent transcription factors (TFs) are functionally analogous to a multilayered perceptron (MLP) in how they process information, though the underlying mechanisms of "training" differ significantly.

Yup - it's not just about protein coding. It's clear from the ENCODE project results that 90% or more of evolution in general -not just of cognition- is done by genes regulating each other. It's so neatly managed now that the network looks just like a 3-layer perceptron:
