That ignores the fact they still fly in the same airspace and talk to the same ARTCC controllers as the airlines once airborne. Many business airports sit right next to major hubs still adding to traffic.

ICE charter flights by GlobalX have been removed from many flight trackers, and given the call sign TYSON --previously associated w/ Secret Service and a B52 bomber squadron.
Tracked by tail number, here is TYSON41 which departed Texas en route to a destination South America:

From my analysis the helicopter in question is N216MH, a 2004 Bell 206 owned by Meridian Helicopters, but leased out.
