Why even have a brain, any ideas, any ability to express them, any kind of communication with other people, any desire to solve problems or invent anything, any reason to learn, any use for your eyes or your heart, or any reason to teach or create
So,

1. POTUS tariffs via Trade Act of '74 only apply to goods entering US customs territory
2. CNMI is outside US customs territory, so customs laws don't apply in same way as the 50 states + PR
3. CNMI can be used as a place of transshipment, circumventing tariffs

Your move, POTUS.
