Why aren’t TX Natl Guard being deployed in Dallas where a shooting actually occurred?

I realize they aren’t actually needed there either but at least TX taxpayers wldnt be paying for sending immigrants to Chicago, then sending their guardsmen to Chicago to help capture them. 🙃
