Qatar is the wealthiest country in the Arab world.
Even its pilots are extraordinarily privileged.
They probably didn't want to live in a normal American barracks facility.
Neither would I.
Quite likely they asked to build a new, nice facility for them to live in while learning to fly.

Qatar is not going to build or have a military base on U.S. soil.
In 2017 Qatar purchased $12 billion in fighters along with training, support, and maintenance packages.
Qatar will live in a facility at Mountain Home while they learn to fly and service F-15 fighters.

It is far easier for Ukraine to repair damaged electrical infrastructure than it is for Russia to repair damaged electrical infrastructure and oil/gas infrastructure.
No sanctions on Ukraine.
Parts readily available all over the world.

Yet another 'war of attrition' that Russia is losing.

Yesterday the Ukrainian pincer movement to the east of Bilytske was blue.
Today it is tan, indicating a significant assault by Russian forces,
halting the Ukrainian pincer movement to encircle Russian forces north of Pokrovsk.
Haven't read any reports on this yet.

Mostly cruise missiles.
Ballistic missiles are getting through because of Russian upgrades.
Now waiting for U.S. and Europe to upgrade air defense missiles to compensate.

They don't think about it at all.
They know it's a 'facility' and not an 'air base'.
Some barracks for the Qatari pilots and mechanics to sleep and stow their stuff.
Maybe some classrooms for training.
The generals and admirals are very familiar with foreign pilots being trained on U.S. soil.

Why are we being friendly with Qatar?
Look where Qatar is located.
That big country across the water from Qatar, that's Iran.

We have a long history of being friendly with nations of questionable behavior for strategic reasons.

And our own behavior these days is highly questionable.
