This is a great paper on financing digital and tech in government. This rings true to me...

What does it take to do things well? The right people, leadership, care, culture, tools, support, resources. A failing in one or more (often more) results in poor user experiences, technical debt, excuses, and waste of time and money.

Pisses me off when I see it happening when it doesn’t have to.
